Provider Eligibility for Funding Streams

Providers that meet eligibility requirements for a particular funding stream will have access to view, complete, and submit the online funding application for that program via Colorado Shines.

Requirements

Race to the Top Quality Improvement (RTTQI)

Any licensed provider that has achieved Level 2 or greater in Colorado Shines.

School Readiness (SRQIP)

Any provider specifically designated as eligible for School Readiness support; this data is obtained from CDHS.

Infant/Toddler Quality & Availability (ITQA)

Any licensed provider that is authorized to serve infants/toddlers. (To participate, providers must already serve CCAP infants/toddlers or must add CCAP slots for infants/toddlers.)

CCCAP QI

Providers with Mean CCAP Enrollment of 8 or more (as of 7/1/2016). Providers must be within designated council areas (the 9 original and 7 new CCCAP QI Pilot councils).



Eligibility does not guarantee will be awarded. Early Childhood Councils will review funding applications submitted by providers and award funds at their discretion.


Lists of Eligible Providers: SugarCRM Reports

Use SugarCRM to pull lists of your eligible providers for each funding stream.

Step 1: In SugarCRM’s top menu bar, click Reports.


Step 2: On the Reports screen, type %eligible into the Title box to see any reports with the word "Eligible" in the title. Click a report name (displayed in blue) to select and run that report.


Step 3: The report will give you a list of providers. You can click a provider name (displayed in blue) to go to SugarCRM’s Account record for that provider and see more information about them.

IMPORTANT! Your list may extend beyond just the first page of results. Scroll all the way to the right to see buttons you can use to navigate forward and backward through your report results. You can also see the total number of providers listed in your report.


Check a Provider’s Eligibility in SugarCRM

In addition to pulling lists of all providers who are eligible for a particular funding stream, you can also look up a specific provider and find out what funding streams they are eligible for.

This is also a great first step to take when you think a provider should be eligible for a funding stream, but Colorado Shines & ecConnect are not giving them access to apply for it. Look up the provider in Sugar and see what the database says about their eligibility criteria.

There are lots of different ways to pull up a provider’s Account record in Sugar. Most of them will be covered in other lessons. For now, let’s assume you pulled up a provider’s Account record by clicking their name from a report screen. (This process is described in the previous section of this document.)

Any licensed provider that has achieved Level 2 or greater in Colorado Shines. In Sugar: a provider’s Colorado Shines level/rating is displayed in the Overview tab, in the field QRIS / Colorado Shines Level.




School Readiness (SRQIP) Eligibility Requirement: 

Any provider specifically designated as eligible for School Readiness support; this data is obtained from CDHS. In Sugar: the SRQIP Eligibility field is under the Profile tab.



Infant/Toddler Quality & Availability (ITQA) Eligibility Requirement: 

Any licensed provider that is authorized to serve infants/toddlers. (To participate, providers must already serve CCAP infants/toddlers or must add CCAP slots for infants/toddlers.) In Sugar you can see the ages this provider is authorized to serve. Look under the Licensing tab for Youngest Age Group Served and Youngest Age Group (Units).



CCCAP QI Eligibility Requirement: 

Providers with Mean CCAP Enrollment of 8 or more. Providers must be within designated council areas (the 9 original and 7 new CCCAP QI Pilot councils). In Sugar: the Mean CCAP Enrollment field is under the Classrooms & Children tab.
